First, our apologies for the confusion and missing prerequisite files. We appreciate your quick catch of the problem and patience while we resolved it.
Second, If you are running InRoads or GEOPAK Suite, you will need MicroStation 397, however, that prerequisite link was missing. It has now (as of 4:00 CDT) been repaired so if you go to either product,you should see it and be able to download. Note you will only see it within a Civil product where it is a prerequisite; it is not available on the MicroStation download page. It is not needed for the Power products.
