This was the first thing that I tried, which is what will bring the points in but it doesn't connect the linear features. There are no linking codes in the raw data, and consecutive will not work for this specific file. Instead it has the chain name/number as a column, similar to how a CAL file has a FG: code. I have found no way using a simple text file to translate that info to DA correctly. However if a CAL file can be imported and features linked properly with the same info just a different format, there has to be away. That's why I was curious to see how a CAL file was being translated into DA to compare and see if I could figure out a way to do it. If there was an option in the simple .tiw file to assign a column format as Figure Code, and DA understood to link all points with the same Feature and Figure code then it would work fine.
