Are the units in the file meters or not? If the units are really international feet, you could rename the units. This is right in the beginning of the file...

</Units>

You would have to research the proper syntax.

I tried bringing the file into Civil 3D 2013

Here are the errors received:

No sign of any templates (assemblies) or cross sections after import.

Only a horizontal alignment and a design profile with no curves. It looks like it has VPI points at all VPC and VPT ponts and of course the actual curve VPI's

without any curves.
