You are correct in thinking that it shouldn't be possible for a constructed point to not become a feature in the surface if a component is in fact getting constructed. The definition of the component is the surface breakline features that make up the points in the component. So without a created feature in the surface, the component would be missing a feature that defines it and it should not be constructed.
The first thing I think of is the Filter. do you have the Tools > Locks > Feature Filter turned ON and have a filter that may be excluding the feature in question from the list. Make sure it is off so you can see all the features when viewing a list of surface features.
Is it possible that there are duplicate points in the template at this location and one point you want to define the component is set to Do Not Construct while another point with a different name is in fact defining the component? One way we can check the component is to go to Surface > Feature > Component Properties and select a component that has a "missing" feature. Then hit the "List" button on the right to list the feature that truly define the component.
