The answer is another question.. If you created an alignment (geometry) in InRoads or GEOPAK (Alg or GPK) how would you move it?
The answer to your question is when you create an alignment using civil Geometry, you canot simply pick up move and rotate the alignment..
If you want to do a transformation the alignment you created could be outputted to the native Geometry (GPK or ALG) ... you could then use the transformation commands in the native product.
if you are simply expermitting drawing lines (IE perimeter of parking lot) you will need to get to know how rules work... you can then decide if you want to use the civil geometry, which has definate advantages in some situations, or if you want to use the basic MicroStation graphics which can be moved, rotated etc. or a combination.
Also understand that the Civil Geometry elements are MicroStation Elements, they consist of intervals (what you see) and Gaps (what you dont see) and the contain rules or the ability to hold rules... but they definately are MicroStation elements (NOT some kind of proxy graphic).
