The GO=$ Keyin will give you the Global Origin information BUT I do not think it will help you can scale from the xy=0,0,0 coordinate location the xy=0,0,0 is in most cases the at the global orgin but not always.  

Another way to get a scale effect it to use referencing.  In a new Design File reference in the file that has the contours drawn 12 time to small.  Make the reference orientation "Coincident - World" (Global Origin aligned with Master File) and set the Scale (Master:Ref): to 12 :1 -- this will keep everything lined up with the GO and scale the contours from IN to FT.  Then do a merge into master from the right click shortcut menu of the reference manager, click on the reference and right click > select merge into master then data point in the MS view.

There may be a way to regenerate the contours, do you have the DTM? If so is it correct?  If it is not correct there is a Surface > Edit Surface > Transform Surface... tool that can do the conversion.  If the DTM is already correct but the contours are incorrect you could just use the Surface View contours tool, make sure the Design file has master units in FT, before you start InRoads, the units are read on open, so changing the units once the Design file and InRoads are open will not give you good results.
