The MD SHA V8 Workspace (SHA CAD Standards) has a VBA macro that writes out two different tables from the S&S database - which is an Access database, BTW. Its been a while since I used it and it might have a password on it, but they have released it when asked. If I recall, it makes the table as MicroStation elements. It would probably be easy to make it do Excel or MicroStation and with work, it might even be able to make an XML file and be used with the report browser with the right stylesheet.
You might want to scour the web for other DOT workspaces - they also might offer something.
