Step 3... where you are attempting to draw the proposed vertical profile components into the profile view?
Have you checked that the level display for the view is enabled.. for the level that the profile elements are being drawn to?
On the right hand end of the vertical components tool pallet there is a button that sets the level symbology of the profile tangent and curve graphics. Just take a look at that and make sure that the graphics are being drawn to a level that is enabled in that view.
Also, on the Active Profile Control dialog, are there 2 view windows enabled? One for Plan, one for Profile? The windows in the Active Profile Control dialog should be coloured rather than grey.
