I'm using InRoads Suite V8i (SELET Seris2) and MicroStation V8i (SELECTseries 2) and I was referring to "displaying the Dynamic "Virtual" Graphics".
If anyone else runs into this problem here's the step by step process:
1. Go to Workspace >Configuration
2. Click on Cells
3. Click on Cell Library List, then click Select
4. Browse to the folder where your cell files are located and select .cel file(s), click Done
5. Click OK and Yes to save
