What was behind the logic of having to link the XIN file twice - once for Survey and once for everything else?

As a CAD Manager and end user, I was thrilled when InRoads merged the two INI files with the FWD and FXP, giving us one, single, unified location of all of these various settings, which are all so intricately entwined. In fact, I would be maddened by a client supplied workspace when I would see multiple XIN files depending upon the department. Or when a survey feature was not tied to a surface feature on a one to one setup, Or when survey features styles lacked a surface component completely.

I spent hours cleaning up results after using the XIN conversion tool, eliminating all of the _1, _2, _3 that was appended to names to accommodate items that I had purposely aligned in my INI and FWD files. So when I link these files, all of these dual application items get  two versions, with and without a 1 appended to the name.
