RE: Civil Survey Point Annotations - Temporary Graphics Equivalent or What?

It does pull some of the symbololgy for the point annotations from the Tools>Survey Options>Symbology tab in the XIN that you linked, but the positions are hard coded.  You can use Custom Operations to place this text exactly where/how you want it.
