I don't know much about InRoads but I do know Site Modeler was added to it a few years ago. Apparently you have an older version that does not have it. In my opinion you'll be better off investing your time learning Site Modeler as it is very powerful. I am a Civil 3D user as well and I've found Site Modeler to be much better for site design in several ways. It is my tool of choice for site work (though it has significant shortcomings as well). The older TIN technology is not nearly as efficient and it lacks many very powerful capabilities you only get with Site Modeler. So if you invest time learning to work with TIN files you'll end up with a less efficient workflow and will eventually want to learn Modeler anyway.
