Auto Annotate Alignment in OpenRoads SS3

So, we have our native Geopak ddb file linked to a feature definition to automatically export and annotate alignments created in OpenRoads. We have various scales setup in the ddb file for 1'=20', 1"=100' etc. etc.

My issue is, for the drawing scale/annotation scale features for linestyles and textstyles, we utilize the 1:100 drawing scale setting and not the 1"=100' setting.

The auto annotate feature only works when our drawing scale is on the 1"=100' and not the 1:100. What is the difference between the two? Our base text size is 0.06 for a 1:1 drawing which relates to TH=TW=6 for a 100 scale drawing (.06*100=6). For our text styles, if we use the 1"=100' drawing scale, our text is huge. This would require us to update all our text styles/dimension styles to use the other setting.....I'm just confused why there are 2 and why the auto annotate only works with 1 of them.
