Could you give us some more information for your query. What do you mean by locking the menu bar.
Would you like to forbid the user to drag the menu bar on the screen? As you know most Ir-Commands are available as Task, too so maybe there is the way to what you like to achieve. But I think your are talking about the "old" IR Main GUI.
