everytime I install and try to run geopak Im getting and error The program cant start because toolsubs.dll is missing from your computer. try reinstalling to fix the problem.

I can not get this fixed. I get this error when I try to open the geopak.exe (The program cant start because toolsubs.dll is missing from your computer. try reinstalling to fix the problem. )

If I try and load the ma I get (MDL Loader: Unable to load library (DLL or MDL shared library) gpkDgn.2.0.dll)

Please someone help Im at my ends with this. 

Im running MicroStation_08.11.07.443 and Geopak 08.11.07.536 in windows 8.1.
