In Civil 3D I can stick a label on a manhole and its inverts change as I work with the pipes. The cross section offset elevation updates.
That sounds great and I think that's one reason that Bentley is going to consolidate the three civil products with this OpenRoad Technology and I'm sure we will see dynamic annotation in one of the next releases! Question is when.... ;-)
