First, you need the centerline of the existing cross section set to be the active alignment. Use the InRoads Text Import Command and create a New Wizard Name for SOE with the Data Type as Surface. Set the file name to the SOE file you received. The command will show the file contents similar to Excel and you can teach InRoads the format.
