I have been following this threead - and its good that this has been added as a change request.
I'd suggest we need to go further.
I suggested 4+ years ago to the then head of Product Management - at a time when it was well obvious that Point Clouds would replace traditional field survey in the Civil environment - that the Point Clouds themsleves should be considered as a "surface" or "terrain". That trying to figure out how to create a DTM from them was a short term answer and, that longer term, they should be used as the target surface.
Yes, there will be challenges implementing that concept.
1) Creating complex terraines with Point Clouds as a component of the terrain.
2) Targeting the Point Cloud terrain when generating template drops OR merging Site design Objects.
3) etc...
But there are challenges with all development and these can certainly be overcome.
So let me suggest it again...
The Point Clouds should be seen as a terrain in their native state.
