The first option that comes to mind is the Tools > Locks > Element Snap. Could this Element Snap be toggled on and it cause the program to snap to a certain InRoads element?
If that is not the cause, let me ask the purpose of running this InRoads Tracking. Are you wanting to annotation and display the slope of an element generated by an InRoads graphic (breakline)? The Tracking command will analyze the DTM triangulation and display the slope of that triangle face based on the location of your cursor.
Perhaps using the surface annotation tools may be more reliable, but I would like some more information on what you are trying to accomplish with the tracking.
Also, could you provide your version of InRoads and MicroStation you are running?
