The 'Add Arc' command will only add an arc to an existing arc without a transition.If you need to create an arc followed by an arc connected with a tangent this can be done using the 'Float Arc' tool.

If you add the second arc as a floating arc, it will calculate the transition for you. I am not sure if the end point of the first arc is the exact point you want for the tangent point, however.
