Thanks for sending your data. The problem seems to be caused because the ALG file does not contain the horizontal alignment used to cut the cross sections. Therefore, the plan view is being zoomed in on 0,0.
If you look at the "Cross Section Set:" field on the top of the Cross Section Viewer, you can see the set name. In the cross section command, the set name is the same as the horizontal alignment name by default (which can be changed by the user, but is not changed typically). The set name for your cross section set does not match any of the horizontal alignments in the ALG.
Therefore, if you can locate and ALG that contains the horizontal alignment shown in the Cross Section Set name, I believe the command will work as expected.
