With the addition of the OpenRoads tools, the integration with Microstation and InRoads is necessary. Therefore in order to get the OpenRoads tools in MicroStation you MUST start up InRoads. This is done by adding the application switch to the MicroStation config after the Load_InRoads_SS3=1 line. So you must also add INROADS_APP=Suite to the configuration as well. This in turn will automatically load up InRoads when MicroStation is loaded and you would then have to close InRoads if you wish to only work in the MicroStation platform without native InRoads being loaded.
It is also highly recommended to have the native InRoads application loaded if you are going to do any civil editing and any manipulation or design with the OpenRoads tools.
