The recommendation is set the Project Explorer>Civil Standards>Project Settings>Survey>Default Setting ,once you arrive to this folder(Default Settings) just right-click and go to properties, once the windows open, go to the POINTS section, then select Import Coordinate Records "AS CONTROL" and then the elevation will macth properly.
