I haven't looked at this cell but in general.... For construction of a civil cell to be used in a library it is not necessary to build it so that the reference elements intersect as they would in a typical road design. The reason for this is because the reference elements are essentially substituted out by the elements you select when the cell is placed. So whilst it may look like an issue when viewed in the DGNLIB, it should place correctly when used as a civil cell so long as the elements used for cell placement are designed appropriately.
