Installs are completed by 'run as administrator' with full control\permission.  This is windows 8.1, same issue on multiple machines.  The install finishes fine, just will not install gpkstart.ma

Craig,make sure that in control panel, you set the User Account Control setting to the lowest setting. This will require a reboot and reinstall.

The reference method should work for DGN files just as it does for DWG files. It sounds as if the error message is due to the DGN file, do you know how the DGN was created?.
